Response - I have represented various constituencies in Districts 15 and 17 for 24 years. It has been an honor to work on behalf of the people who live in those districts. Together we have made real progress in the neighborhoods on the city's Eastside. We have worked on zoning improvements within the districts, helped to establish crime watch block clubs, supported our public safety officers, addressed infrastructure needs, encouraged business opportunities, supported local businesses, participated in community gardens and helped to beautify Warren/Center Township through neighborhood clean ups. These are just some of the opportunities and responsibilities of being a city councilor. The delivery of services to my constituents is most important to me and certainly my work is not done as there is more to do however I believe working with my constituents daily to support their needs and the overall needs of the district qualify me for this office.

I would champion, as council person, the opportunity to bring more small business growth to our Eastside. I would work with the city administration to find a way to help small business growth within our neighborhoods. This growth can be encouraged by the use of tax abatements or new and expanded TIF (Tax Increment Financing) districts. The city also needs to look at every state incentive program to be sure that the City of Indianapolis is receiving its' fair share. Incentive programs would include employee training grants, job creation tax credits, etc. I would work with the city to also encourage mixed use neighborhoods where you would have small business growth and greening initiatives. For example, vacant land could be used for business development or community gardens or rain gardens or small park lands. Small business growth creates jobs and provides opportunities within our community that enhances our quality of life.
The second area of local governance I would champion would be infrastructure improvements. However in providing infrastructure I would encourage our city engineers to look at making our sidewalks wider for our constituencies. We need to build sidewalks were they don't exist so as to encourage walking. Our seniors use walkers, canes and motorized wheelchairs and new moms use strollers, kids and adults use bicycles, motorized scooters, skateboards, skates, etc. The State of Indiana offers a statewide grant program entitled "Safe Routes to School". This grant is a planning grant that encourages kids to walk and ride bikes to school. Individual schools apply for it and the grant lets the school plan their safe routes to school which cuts down on the need for parents to be dropping their kids off at school (car) so that helps cut down on carbon dioxide emissions. We need to cut down on car usage. Every school in Indianapolis needs to be doing this. Our Dept. of Public Works could assist schools that apply for the grant by installing stop signs where needed, etc. This is an example and opportunity of meeting current and future needs in the community.

I would encourage our visitors to walk our beautiful downtown canal and visit the several museums and the NCAA Hall Of Champions. Visiting these places will provide visitors to Indianapolis a unique perspective on the history of our city and state. While at these same locales visitors will certainly encounter our Hoosier Hospitality.
