New Jersey must focus on rebuilding its economy by creating new jobs and fostering new industries, such as green energy. State leaders must also partner with county and local officials to facilitate shared services and consolidation in order to lower property taxes. New Jersey must create longterm plans for the mental health and developmental disability systems to ensure quality care and services.

It is imperative that all New Jersey students have access to a quality education that will prepare them for higher education and a competitive job market. While the priority must be to improve the public school system, students should have opportunities to attend schools that meet their special needs. I do not support state-sponsored private school vouchers, but I do believe community approved charter schools can be beneficial. To ensure that such schools have proper oversight, I introduced A4089 to monitor charter schools under the New Jersey Quality Single Accountability Continuum.

Governor Chris Christie and the Legislature must comply with the New Jersey Supreme Court’s rulings on how to provide each child in the state with a thorough and efficient education. At the same time, I opposed Governor Christie’s severe reduction in education aid to suburban schools in the FY 2011 and FY 2012 budgets. In Bergen County alone, school districts lost $102 million dollars in FY 2011. In the FY 2012 budget cycle, Governor Christie cut $24 million from the schools in District 37 when he line-item vetoed the Legislature’s budget.

As a former member of the Highlands Task Force and the Bergen County Open Space Trust Fund Public Advisory Committee, I firmly believe in preserving open space and regional planning. The impact of such initiatives on the Meadowlands and similar areas has shown that preservation certainly benefits New Jersey. State, county, and local entities must combine their resources and funding streams to implement preservation initiatives. Further, the state must explore all potential federal funding sources and grants for conservation efforts.

I do not support the new draft of the Energy Master Plan, as it lowers the goals set by Governor Corzine and advances nuclear energy as an alternative energy option. In particular, I oppose the provision that reduces New Jersey’s renewable electric generation goal to 22.5% by 2020 from the target of 30% in the 2008 Energy Master Plan. The only way renewable energy will transition from the way of the future to the way of today is to set high renewable energy goals and meet them, not back away because of financial difficulties or lack of commitment to renewable energy.

There is no doubt that New Jersey must create sustainable revenue streams for the Transportation Trust Fund and transportation infrastructure projects to ensure the safety and viability of our state’s roadways. The state must first engage in a comprehensive audit of transportation agencies to make sure state dollars are used efficiently. New Jersey must also maximize its intake of federal grants to fund transportation initiatives.

Lowing property taxes is certainly a priority and I believe this can be done through consolidation and shared services. New Jersey must develop a comprehensive plan for identifying primary areas of duplication, recommend policies for eliminating the overlap of services and programs, and take a hands-on approach with municipalities to create and enact consolidation plans. To simply the consolidation process, I sponsored P.L. 2011, c.55 (S2465), which permits a combination of voter petition and application by a municipal governing board to create a municipal study commission.
