Yes, in terms of vouchers and charter schools. Urban education should switch over to a majority charter-voucher hybrid. The current public schools are preparing students for the jobs of the past, not the future. Ideas like Mandarin immersion and science specialization are often discarded. Students should not be able to attend public schools in other towns, it is unfair to taxpayers in the receiving communities.

I would co-sponsor Senator Doherty's fair funding formula. I think urban schools need to be totally re-examined as we spend thousands per student for little in return. Rim towns like Bayonne which have more viable conventional systems need more funding. Cities need to move a charter-voucher model.

The best way to prevent sprawl is reviving our inner cities and rim towns and making them friendlier for pedestrians and automobiles with public transport options as well. This will only happen through enhanced incentives and repealing roadblocks to redevelopment of housing and commercial districts. Modernization is needed with many urban retail districts well past 100 years in age. The Journal Square project right outside my district is an example of a stalled project that needs to move.

I think the Governor's balanced approach is right. We need to be more energy-efficient but we cannot succumb to extreme environmentalism. We have to guarantee a strong power infrastructure free of brownouts.

I would like to explore privatizing and enhanced advertising on state roads. We could allow more billboards on the Turnpike and at Parkway exits. I would also support expanding retail centers at rest stops with all tax revenue derived from those centers going strictly to an infrastructure spending account. I think a serious privatization that would lock in revenue gains for infrastructure and debt reduction needs to be examined.

We need more companies paying taxes and hiring people. This will raise incomes which means property taxes will be a smaller income share. I think shared services needs to be considered more seriously as a community should not defined by government but by its people. Woodbridge Township integrates Sewaren, Avenel, Keasbey and Port Reading along with several other communities very well. More federal funding is available for towns over 50,000 residents so towns should merge to get to that number.

We need more members of each party from a more diverse geography. We need some Republicans from the cities and some Democrats from rural and ex-urban areas. To attain this and give voters a real choice, parties must adjust in areas they have traditionally not done well in. This would bring more conservative Democrats and moderate Republicans into the Legislature which would probably mean more would get done. Caucuses would not be as lockstep. Both parties need to run 21-county campaigns.

Local school districts should provide more school choice for students in their jurisdiction. In most instances, there is no evidence to suggest that charter schools educate any better than traditional public schools. Given that charter schools are often freed from constraining regulations & attract more advantaged student populations, they should be outperforming public counterparts. Vouchers are simply a vehicle to inject public funds into private schools. Education reform should fix broken schools, not dismantle our entire system of public education, which is actually performing rather well.

Absolutely. We should not be funding the education of our children with regressive property taxes. We should wean ourselves off of our over-reliance on property taxes for education funding across the board and look to the income tax as a progressive replacement.

The state should continue to try and protect our limited open space and natural resources through regional planning initiatives. Open space preservation benefits us all. And our urban core areas should be the focus of redevelopment and reuse. The infrastructure is already in place and there is no need to build new communities when the ones we have are ready for redevelopment. Preservation should be funded at least in part by those who benefit from such preservation.

There’s certainly been a lot of controversy surrounding the governor’s revisions to New Jersey’s Energy Master Plan (EMP). The focus seems to be on relaxing regulations and goals to encourage job creation or at least to avoid placing an additional burden on employers in this fragile economy. I understand this. I also think we need to achieve a realistic balance between achievable and less realistic goals. To the extent possible we should focus on green initiatives that create employment opportunities at least until the economy recovers.

It is an absolute fact that our infrastructure is crumbling because we don’t provide for adequate maintenance and repair. I support a modest increase in the gas tax to fund necessary improvements, create jobs and improve public safety.

There are too many local governments and local school districts in New Jersey. Unfortunately the many attempts in the past to facilitate mergers between towns have fallen short. We need to find out why towns are so reluctant to merger & find ways to address these obstacles.
Each municipal situation is unique. We need to remove the bureaucratic obstacles for cities & towns that wish to share services. Each county should be required to develop & implement a shared services council that works toward harmonizing conflicts that stand in the way of a shared services initiative.

The public discourse regarding how to accomplish these goals has, in recent years become coarse with superheated rhetoric taking the place of balanced reason.
