Public schools should, but do not always, provide quality educations so parents seek to send their children elsewhere. The Opportunity Scholarship Act, for example, would encourage the private sector investment in children from failing districts. Charter schools should remain part of the public education system to explore innovative educational alternatives leading to a better public education for all students.

New Jersey is a small state with a great number of small municipalities. The consequences of a decision made by one unit may impact a number of those nearby. In order to efficiently manage the growth of a region and assess the impact on the economy and environment, I believe that regional planning is necessary. Flood control is one example where a regional approach development is desirable. Funding of plans should reflect the partnership that they are between levels of government.
Joan D Van Pelt:
The long term impact our present energy use has on the future of our state and country is a matter of significant concern. Like many problems, this requires a regional approach to solve. Many hoped that RGGI would be a solution however, it lacks transparency. Of concern is that the cost of purchasing CO2 allowances will be driven up by the closed auctions, resulting in higher costs utility charges to the consumer. I support the decision to withdraw but believe we should explore alternatives.
Joan D Van Pelt:
Our first priority should be to fully fund the Transportation Trust Fund. Second, we should consider restructuring motor vehicle registration fees to reflect the stress placed on the infrastructure. The state should investigate innovative technology to provide more durable, cost efficient repairs to our infrastructure. I would prefer not to issue any capital bonds until the State’s credit rating improves which I am hopeful will be soon under Governor Christie’s leadership.
Joan D Van Pelt:
The imposition of caps on tax increases and rebates to homeowners who are least able to afford the present rates of taxation as good short term measures to control property taxes. Municipalities have to be realistic about their resources. The long term solution is an overhaul of municipal and county governments, including schools. Trimming payrolls by eliminating high cost positions, establishing realistic compensation packages and exploring shared services would result in long term savings.
Joan D Van Pelt:
The Governor and members of the Legislature must maintain transparency so that the public knows the issues that are being considered and addressed by both the executive and legislative branches. By expanding electronic communication, participants can inform constituencies of pending issues. Similarly, constituents can address their representatives. These communications along with releases to the print media and small group gatherings a place at the table for those who so desire.
