Property taxes need to be addressed in this state we need to make the 2% cap permanent. Secondly to work on creating jobs and growing our economy in New Jersey and District 38. Thirdly is to tackle the flooding issues in District 38 as Chairman of the Freeholder board I created the FIRST Bergen County Flood Advisory Board to address the floodiing problems that have plagued Bergen County.

I do support the govenor but, we can always try for more. But, it should not be done at the expense of growing New Jersey's economy

There should be incentives to do more shared services but, ONLY at the decisions of the municipalities who are involved. No town should be forced to share services or even look at extinction of thier hometown without a propoer hearing and a say in the matter. Afterall the elected officials go home but, the people of those towns live thru the decision so the towns should decide. As long as any rebate program does not turn into an October political campaign, you want a property tax rebate the taxpayer should get it in April not wait until election time as it has been done past administrations.

Elected officials at all levels need to stack in themselves and to rethink why they got into public service. I think we need to begin by listening more and arguing less nothing gets solved when people are not open to new ideas. I pride myself on listening to both sides of any arguement before deciding.

Advance initiatives to facilitate citizen-led shared service and consolidation efforts to lower the cost of local government (and property taxes). 3. I oppose vouchers for private schools. Charter schools can promote educational innovation, but can siphon resources from successful school districts. They should be limited to underperforming districts and should be established only when endorsed by district voters. We should focus on improving the under performing schools. Students should be able to leave their district only if they require specialized programs that are unavailable in their home district.

I support the concept underlying the School Funding Reform Act of 2008, which based the allocation of state aid on the number of at-risk students in a particular district, not the zip code, as was the case under the Abbott program. Unfortunately, the Christie budgets have not fully funded the formula, and imposed aid cuts that had a disproportionate impact on suburban districts. I supported the Democratic FY 2012 Budget which, by implementing a millionaire's tax, was able to fully fund the SFRA.

Sprawl has given us elevated air pollution and the longest commutes in the nation. To accommodate expected population growth and maintain a vibrant economy, we need to redevelop our aging cities and suburbs. We need to invest in new housing and infrastructure, and we should do that where the people and jobs are, not in the hinterlands where development threatens watersheds and open space. I have supported (and sponsored) the Green Acres bonding legislation to finance open space preservation. I do not support a "preservation" tax on water as some have proposed.

The Christie EMP represents a step backward. We should not lower our goals for the generation of renewable energy, and I do not believe we should expand our reliance on nuclear power. Renewables are not likely to be a major source of energy, but we should not lower our goals. We do need to increase baseload generating capacity, and I support an expansion of cleaner-burning gas-fired plants. I agree with the Governor that we should be targeting solar more efficiently by focusing incentives on public entities and businesses. We should also expand our demand management efforts.

Given the state of the economy, I would not support a gas tax or toll hike at this time because of the adverse impact on household income. Because of the high levels of existing debt, we have limited capacity to borrow. I honestly think the deteriorating state of infrastructure needs to be a national priority. If America is going to compete globally, create new jobs and invest in future economic growth, the federal government needs to expand its role in financing infrastructure. In New Jersey we can explore new approaches such as the sale/lease of selected state assets such as the Lottery.

In the short term, we should provide rebates, support the Senior Freeze and maintain the caps on property taxes and spending. For the longer term, we need to recognize that property taxes are high because the cost of local government is high, which I believe is directly related to the fragmentation and inefficiency of maintaining 566 municipalities and 618 school districts. I have been a leading advocate for giving citizens the tools they need to advance shared services and consolidation. I believe we can maintain the character of our towns while still delivering services more efficiently.

I have always made a point of not letting political differences or the needs of a campaign get in the way of good manners or civility. I think it is important for all public officials to focus on making good public policy, not making political points. In my own career I have made an effort to forge friendships with colleagues in the opposing party, which has had the effect of enriching my life, sharpening my arguments and making me a more effective legislator.
